Season chicken with salt and pepper in a medium bowl. Add the cornstarch and toss to coat evenly.
Heat the oil in a large skillet over medium-high heat. Add the coated chicken in a single layer and cook for 4–5 minutes per side or until golden and cooked through. Remove the chicken from the skillet and set aside on a plate lined with paper towels to absorb the excess oil.
Using the same skillet, reduce the heat to medium, add the butter, and let it melt.
Stir in the garlic and cook for 30 seconds.
Add honey, soy sauce, and vinegar. Simmer for 2–3 minutes until slightly thickened.
Add the chicken back to the pan and toss to coat in the sauce. Cook for 2 more minutes to glaze before serving.
