In a medium mixing bowl, combine flour, baking powder & salt
Add half & half, stir until dough comes together & is no longer sticky (you should be able to handle it easily)
Knead dough on a well-floured surface until smooth (approx 5 min)
Allow dough to rest for another 5 min before moving forward (heat oil while you wait)
Fill deep, cast iron skillet with oil until bottom is covered by about 1-1/2"
Heat oil over medium heat to 375 degrees
Divide dough into 12-15 pieces & roll into balls, then press flat with hands
Use a rolling pin to continue to flatten into 1/4" thick disks
Fry dough in heated oil until golden brown on both sides
Remove & drain on paper towels
Sprinkle with parmesan cheese
