Mix the soy sauce, orange juice, lime juice, minced garlic, cumin, chili powder, smoked paprika, dried oregano, salt, and pepper in a large bowl to create the marinade.
Place the sliced steak in a resealable plastic bag or casserole dish and pour the marinade over the meat. Seal and refrigerate for at least 2 hours or overnight for the best flavor.
Optional: Select the "Sauté" function on the Instant Pot. Heat vegetable oil and add marinated steak in batches to the Instant Pot and brown slightly. After browning the steak, add about 2 tablespoons of water to the Instant Pot and scrape the bottom to remove any cooked-on pieces.
Return all of the steak and remaining marinade to the Instant Pot.
Secure the lid, set the Instant Pot to "Pressure Cook" on high, and cook for 10 minutes. Once done, perform a quick release of pressure.
Serve the Instant Pot Carne Asada over rice, in tacos, or with your favorite accompaniments.
Garnish with chopped cilantro and serve with lime wedges.
